not following IHG Rules

Newly renovated, very nice hotel- nice and clean. Loved the pillows and bedding. It would of been 5 stars, but Lost 2 stars because they do NOT upgrade ANY IHG spire guests, even when rooms are available (Mary front desk) - so not really an IHG property since It's not following IHG protocols/rules at all, but more of a candlewood hotel minus the IHG benefits.
IHG management should allow upgrades at this property for SPIRE members, such as stated in rules and conditions. I also added a photo of availability for the 1 bedroom at my check-in (8pm), if room is available, why not upgrade SPIRE guests? weird, but nice hotel overall. Staff needs to go over rules of IHG
