On 6 July 2015, the Per Diem, Travel, and Transportation Allowance Committee issued a revision to the Joint Travel Regulation which requires the use of the Defense Travel System (DTS) and/or the Commercial Travel Office (CTO) to make lodging reservations, effective 1 September 2015. As a point of clarification provided by the Defense Travel Management Office, this mandate applies to all travel functions currently supported by DTS and those that will be supported in the future as they become available.
Note:
Travelers experiencing difficulty booking PAL hotels in DTS still have the ability to book online at www.ihgarmyhotels.com or by calling 1-877-711-TEAM (8326). When the pre audit flag stating that no lodging was booked appears, select reason code "Ll0 - exempt IAW JTR" and note in the remarks section that the PAL hotel was booked. Commercial Travel Offices (CTOS) may also assist with booking PAL hotels, however, a handling fee will be assessed on the order.
Travelers should note that a fee is charged to the hotel for every cancellation or change made in DTS. Rooms should not be booked until the travel is certain.
